If a new regime doesn’t match the existing culture, they will get resistance from the people.
Which could have been the case in Afghanistan, but I personally don’t know. Another commented that their examples are not true, and even if that is the case, there could still be other examples of a culture class that WERE happening that would cause the same result, but again, I don’t know any more than what I hear from others.
