It isn’t pulled tight in this picture. It was originally placed over the edge. Under the weight of trash, it slipped and became lodged in the can. The bottom of the bag was already touching the can when placed into the can. I think trash bag manufacturers should have an elastic band within the top of the bag that can prevent this.
You still continue to ignore advice & explanation. Trash bags DO NOT NEED TO BE PULLED TIGHT AROUND THE CAN! In fact, many bags don’t even have anything to pull tight in the first place! A fitting bag can reach not just the bottom, completely, but also still have several centimeters of excess material to fold over the top of the can. I’m talking about 2-3 times the amount of material compared to what is visible on the right side of your photo, which very clearly shows that this bag is not the right size for your can. On my can the bag goes about 1/4 down the outside of the can, because I paid attention to the size of my can and the bags I buy. It has no strings to pull either, it just hangs there, weighted down only by the plastic lid.
We can all see that they are not. A properly sized trash bag goes OVER the trash can, even after bottoming out.
