So a mod of a instance on lemmy.world has been inactive on their account for over 8 months now and I want to request ownership of it so the instance doesn’t get shut down but how do I request ownership of a instance?

You probably meant to say community not instance. Lemmy.world is an instance, inside it you can find communities like !memes@lemmy.world
The instance is the server. Do you mean community?
There is usually a meta community where you can ask the instance admins for a community transfer.
