I grew up an hour south of Memphis and am very familiar with the city. The scale of organized crime in Memphis is incredible and it goes up and down the I-55 corridor. I wish I could find the picture from a few years ago in Memphis where a passenger in a vehicle was leaning out of the window holding a rocket propelled grenade launcher.

Seems like a problem for law enforcement, the state government, and the FBI. It does not seem like an insurrection so it is not something the DoD should engage with because the DoD should not be doing law enforcement. Organized criminals are not enemy combatants.
