Yeah, it was a short sighted idea to think the license change would fix anything.
That being said, he has tried to get the packages removed, but I think they required him to submit what his real name is or something to that effect. Understandably, he didn’t comply.
And if you have no real interest in maintaining packages, I can’t fault him for not taking the time to look into how you should do it (directly or indirectly).
The entire reason he changed the license was because the people didn’t keep the packages up to date.

While I don’t know this situation, in general it tends to be up to the site to block access, rather than the other way around. If they don’t, some government branch may issue a fine to the server owners, and if it doesn’t get paid it’s seen as a crime committed in the UK. Might mean the fineé gets banned, the country they live in might get an extradition order, or whatever.
Again, no idea about this case in particular. This is just based on what I’ve seen under similar rulings.

If you’d actually read the explanation they posted, it’d be clear that they removed the mod because the uploader was breaking the rules, not because the mod itself was bad.
Which is the case for all other similar cases as well, AFAIK.

The song is largely about a person trying to help/give advice to a depressed friend. With this change in lyrics, I feel the desperation of the main character shines through far more brightly.

I feel you’re heavily underestimating the dreaded combo of public perception and complacency.
From what I’ve seen, there have been plenty of attempts for the traditionally corrupt governments to better themselves, but the populous blocking it by going “yeah, right”. Same thing with high trust goverments becoming more corrupt and people excusing it with “we have the good government!”
