If we're eating insects in the future after the government has banned all meat except for insects, will the rich still be eating steaks?

I’ve been hearing that “they” want us to eat insects and I’ve always wondered if it’s some dystopian capitalism type of thing where the rich will get to eat whatever they like, but the working class will have to eat insects.
