Yeah. Targeting SpaceX might be less provocative than a DoD-operated satellite, but either way Russia would be crazy to do it.
What would be crazy, is considering it off limits just because it has partial civilian use.
It wouldn’t be more or less provocative than targeting any other spy satellite.
