Good devs happily welcome mods as they increase the enjoyment of their games. Great devs actively support the mod scene. Legendary devs hire some of the best modders without charging for mods.
And haughty devs expect the modding community to fix their game for them, because they always did in the past with their other games

There hasn’t been a decent Bethesda game since 2015. Fallout 4 will turn 9 years old this year
Ok? There hasn’t been a proper Valve game since 2011, but that doesn’t stop from referencing HL2 or Portal 2.

Bethesda have tried and failed repeatedly.
Fallout 4 was a decent game, but it wasn’t a decent fallout game and lacked the depth of previous titles in both fallout and elder scrolls titles.
I wholeheartedly disagree with the sentiment that Fallout 4 was not a good Fallout game. That title goes to Fallout 3. Good game; doesn’t feel like Fallout. Fallout 4 feels closer to the vibe set by FO1 and FO2 than any other 3D fallout game besides New Vegas.
