I’ve very occasionally seen brands like this at box stores. But the vast majority of time if you want something that isn’t skin tight you have to get shorts designed for men and some sort of sports top with a shirt.

I don’t hear about boys having problems with average to baggy shorts. To find anything smaller than average shorts, you have to actively look for it, and run into places that plain don’t carry that.
Don’t forget the burkini, as well as plain old surfing and diving clothes, both of which often come in full body coverage (as do professional swimming costumes, like for the Olympics).
So women might be expected to wear skimpy swimwear by society, but that by no means equals having to.
